Geslaagde pilot met zelfroosteren

Zelfroosteren, oftewel zelf bepalen wanneer je werkt, krijgt voet aan de grond in Nederland. KLM en NS experimenteren ermee en bij een locatie van treinonderhoudsbedrijf NedTrain werd in juni 2010 een pilotproject afgerond. Met succes, zegt locatiemanager Edwin Arts van NedTrain Randstad Regio Zuid. Volgens hem heeft deze nieuwe manier van roosteren in zijn regio geleid tot minder ziekteverzuim, meer tevredenheid en lagere kosten.Het principe van zelfroosteren is simpel: de werkgever geeft aan wat de werkzaamheden zijn en wanneer ze uitgevoerd moeten worden. De werknemer vult vervolgens in wanneer hij wil werken.

Ontevreden

De monteurs van NedTrain waren gewend te werken volgens een vast rooster, dat ze 28 dagen van tevoren kregen. Uit een medewerkersbetrokkenheidsonderzoek dat in maart 2008 bij NedTrain werd gehouden, bleek dat bijna 65 procent van het personeel ontevreden was over de manier waarop de roosters werden gemaakt. "Verandering was dus noodzakelijk", zegt Arts.

Hij onderzocht of er binnen de organisatie een draagvlak was voor een test met deze manier van roosters maken. In overleg met de or zette hij een pilot op voor de 60 controle- en onderhoudsmonteurs van NedTrain Randstad Regio Zuid. "Vooropgesteld dat we niet zouden tornen aan de cao en ook niet aan de arbeidstijdenwet, zijn we met een werkgroep gaan inventariseren wat we nodig hadden om het project te realiseren. Na een grondige voorbereiding gingen we daar in juni 2009 mee van start."

Persoonlijke behoeften

Zo werd een programma aangeschaft om zelfroostering mogelijk te maken. De werknemers kunnen in het systeem aangeven welke diensten ze willen draaien. Hierdoor worden werktijden gemakkelijker afgestemd op persoonlijke behoeften. Zo zijn partners die allebei werken in staat om de zorg voor hun kinderen beter verdelen.

De pilot is in juni 2010 afgerond. Halverwege en aan het einde van het project zijn uitgebreide enquêtes gehouden onder de werknemers van Nedtrain Randstad Regio Zuid. "Bij de eerste enquête zagen we dat 55 procent voor zelfroosteren was, bij de tweede enquête was dat al bijna 70 procent."

Kostenbesparing

Als hij de balans opmaakt, ziet Arts enorme winsten, zowel voor de medewerkers als voor het bedrijf. "Voordat we begonnen, zaten we op een ziekteverzuim van 12 procent, nu is dat nog maar 2,2 procent." Volgens Arts heeft het zelfroosteren ook in andere opzichten tot kostenbesparing geleid. "Als je kijkt naar de vergoedingen voor dag- en nachtdiensten, zie je een afname van 7 procent. En ik heb op personeelskosten kunnen besparen. Van de 60 man zijn er nog 54 over. We hebben de zes overgebleven werknemers zoveel mogelijk binnen de organisatie ingezet: een werknemer is naar Utrecht gegaan, drie naar Rotterdam en een is bij HiSpeed gaan werken. Er is slechts één ontslag gevallen. Als je met 10 procent minder mensen hetzelfde werk kan doen, is dat natuurlijk interessant."
