HR & Social Media: van experiment naar samenhangend plan

Op het moment dat HR de toegevoegde waarde van Social Media inziet en ermee aan de slag gaat, komen veel aandachtsgebieden en vraagstukken tegelijkertijd naar voren. Vaak zien we dat de meest zichtbare en concrete activiteiten als eerste worden opgepakt, al dan niet als experiment. Maar ondersteunen zij de organisatiedoelstellingen en passen ze wel binnen de bestaande strategie? Door de exponentiele groei van het aantal deelnemers op Social Media en de vele nieuwe toepassingen, staat HR onder druk om ‘shortcuts’ te nemen in haar aanpak. Is dat wel zo verstandig? Op die manier loopt HR gevaar de aansluiting met de overkoepelende organisatiestrategie te missen en alsnog het beoogde doel voorbij te streven. Hierbij een handreiking om Social Media samenhangend te benaderen.

Twee verschillende rollen t.a.v. Social Media

Voordat we naar het stappenplan kunnen gaan kijken is het belangrijk te benoemen dat HR twee verschillende rollen heeft als het gaat om Social Media. Aan de ene kant is zij gebruiker en kan zij Social Media inzetten ter ondersteuning van HR vraagstukken. Aan de andere kant anticipeert zij als strategische businesspartner op ontwikkelingen in de organisatieomgeving. Wat gebeurt er door het Social Media gebruik met de organisatie en HR vraagstukken? Terwijl dit laatste om een lange termijn visie vraagt, is de focus van HR als gebruiker van Social Media er één die het liefst vandaag al om concrete acties vraagt.

Een samenhangend 5 stappenplan:

1. Doelstelling, Doelgroep & Strategie vaststellen

Doelstelling
Als je Social Media in wilt gaan zetten, kijk dan eerst wat je eigenlijk wilt bereiken. Welke HR vraagstukken spelen er en hoe kan Social Media hierin ondersteunen? Maak dit zo concreet mogelijk.

Doelgroep
Beschrijf vervolgens wie je doelgroep is en waar je deze kunt vinden. Dat helpt je te beslissen welke Social Media toepassing(en) je uiteindelijk in gaat zetten. Gaat het om een heterogene groep, dan zal je net als bij ‘gewone’ marketing- en communicatievraagstukken moeten segmenteren en het communicatiekanaal en de boodschap afstemmen op de verschillende segmenten.

Segmentatie kan plaatsvinden op bijvoorbeeld:

• Functionele aspecten (Finance, Marketing, Logistiek etc.)
• Carrière Level (Basic, Intermediate, Proficient, Specialist, Expert) of (Manager, Senior Manager, Executive  Mngr)
• Medewerker Drijfveren (Work-Life Balancers, Want It All, Pleasure Seekers, Work to Live, Live to Work)
• Waarden & leefstijlen aspecten (Kosmopolieten, Traditionele Burgerij, Post Materialisten etc.)

 Dat zegt echter nog niet veel over het Social Media gebruik. Daarvoor zou je kunnen denken aan segmentatie op basis van:

• Leeftijd, Geslacht, Opleiding & Inkomen
•  Social Media Acceptatie (Inactives, Spectators, Joiners, Collectors, Critics, Creators) 

 Strategie
Als de doelstelling en de doelgroep helder zijn, kun je verder met de strategie: hoe kun je het beoogde doel en de doelgroep bereiken? Gene Smith heeft, gebaseerd op het ‘honey comb model van Peter Morville het 7 bouwstenen-model geïntroduceerd voor Social Media. Met dit model in het achterhoofd is het interessant om te kijken naar een opsomming van veel gebruikte Social Media voor actuele HR vraagstukken. Het moge duidelijk zijn dat dit geen allesomvattende lijst is, aanvullingen zijn van harte welkom:

2. Organisatieomgeving: branche, type en cultuur beschrijven

Naast het vaststellen van de doelstelling, doelgroep en mogelijke strategie, is het van belang Social Media in te zetten, die past bij de organisatieomgeving. Op die manier zullen medewerkers het zien als een logisch verlengstuk van de huidige manier van werken en zal acceptatie groter zijn. 

• Branche: heeft de branche waarin de organisatie zich bevindt typische kenmerken die acceptatie en implementatie van Social Media bevorderen of juist tegenhouden?
• Type: is de organisatie een private of publieke organisatie, een familiebedrijf of beursgenoteerd bedrijf? Lokaal georiënteerd, nationaal of internationaal?
• Cultuur: is de organisatiecultuur open of gesloten, formeel of informeel, mensgericht of procesgericht?

3. Aansluiten bij de Organisatiedoelstelling & Richting

Om vervolgens ervoor te zorgen dat Social Media geen ‘zwevend experimentje’ wordt, maar een geïntegreerd onderdeel van de bedrijfsvoering op de lange termijn, is aansluiting bij de overkoepelende organisatievisie & richting belangrijk. Het succesvol inzetten van Social Media heeft hierdoor een grotere slagingskans.

Ook is het in deze fase nuttig om het Social Media Plan van HR te verbinden met het Social Media Plan van andere afdelingen zoals Marketing, IT en Communicatie, zodat zij allemaal dezelfde richting op wijzen.

4. Manier van Social Media Implementatie bepalen

Net als bij de keuze welke Social Media in te zetten, is het ook bij de vraag hoe Social Media te implementeren belangrijk aansluiting te zoeken bij de organisatiedoelstelling- en omgeving. Blijf ‘dichtbij’ wat gebruikelijk is binnen de organisatie. Eigenlijk hebben we hier te maken met een verandertraject en daarom zijn de Veranderstappen van Kotter een goed houvast:

• Establish a Sense of Urgency
  => Zorg dat het belang van Social Media wordt ingezien, liefst ook Buy In van MT
• Create a Change Team
  => Zorg dat je een aantal ‘ambassadeurs’ van Social Media in dit team hebt zitten
• Create a Change Vision & Strategy
  => Zorg dat de Social Media Implementatie aansluit bij de overkoepelende organisatievisie- en strategie
• Communicate Change Vision
  => Zorg dat betrokkenen weten wat je doet, hoe en waarom
• Engage Employees & Develop Tools
  => Zorg dat een aantal medewerkers (liefst opinieleiders) betrokken worden bij het ontwikkelen/testen van de tools
• Create Short Term Wins
  => Zodra er kleine successen geboekt worden, deel dit met de rest van de organisatie
• Build on Change
  => Succes zal ervoor zorgen dat Social Media zich als een olievlek verspreidt. Bouw verder op de lessen en successen van de eerste fase
• Anchor Change
  => Maak aanpassingen waar nodig en zorg voor integratie met andere afdelingen, overkoepelend HR beleid en organisatie doelstellingen

Van Experimenteren, via Groeien naar Integreren
Maar het kan ook anders. Ondanks de voorkeur voor een doordachte aanpak om Social Media in te zetten wil dat nog niet zeggen dat dit top-down en zwaar gemanaged moet gebeuren, met alle eventueel beperkende maatregels van dien. Sterker nog, over de beginfase leert een aantal recentelijke cases van succesvolle Social Media implementaties ons een aantal belangrijke lessen. Zij zijn:

• bottom up ontstaan
• lokaal begonnen
• organisch gegroeid

Ook is er niet altijd sprake van Buy In van het Management Team in de beginfase. Het kan best zo zijn dat de HR afdeling op eigen initiatief Social Media inzet en dat pas na aangetoond succes het Management Team ‘om’ is. Juist in de beginfase komt een bepaalde mate van ‘vrijheid’ het proces ten goede.

Door de eerste successen en het overwinnen van ‘koudwatervrees, zie je het aantal deelnemers en het aantal toepassingen als een olievlek door de organisatie verspreiden.

Om Social Media breder in te zetten en verder uit te rollen, beweegt de organisatie naar een zekere mate van centralisatie, het ontwikkelen opstellen van een plan en opstellen van richtlijnen.

Vervolgens wordt er aansluiting gezocht bij de organisatieomgeving- en doelstellingen en bij het Social Media beleid van andere afdelingen.

5. Opstellen van Social Media Richtlijnen

Zodra Social Media is ingezet en het aantal toepassingen en deelnemers toeneemt, groeit ook de behoefte aan richtlijnen. Het gaat hier niet om ‘one-size-fits-all’. Ook richtlijnen zijn een logisch vervolg op de bestaande organisatieomgeving- en doelstelling. Deidre Breakenridge  maakt onderscheid in haar videoblog tussen de volgende benaderingen:

1. Legal  Approach
2. Middle of the Road Approach
3. People appproach

In een organisatie waar Beheersen en Controle in de cultuur verankerd zit, zal men niet vreemd opkijken van een zeer uitgebreid richtlijnenpakket met veel beperkingen en juridische termen. Binnen een organisatiecultuur van Innovatie & Externe Focus  zal er minder angst bestaan voor Social Media inzet en zullen een aantal korte en bondige handvatten volstaan. Het gros van de organisaties zal echter voor de ‘Middle of the Road Approach’ gaan en ‘gestuurde vrijheid nastreven’.

Privacy van de Organisatie of  Privacy van de Medewerker?
Uitlatingen op Social Media kunnen resulteren in het lekken van gevoelige bedrijfsinformatie en kan de privacy van de organisatie schenden. Net als andere bij ‘overtredingen’ die al vast zijn gelegd in gedragsrichtlijnen en ethische codes kunnen hier sancties op staan en zelfs ontslag tot gevolg hebben.

Aan de andere kant worden er ook steeds meer gegevens van de medewerker zichtbaar in de virtuele wereld. Al kennen wij wetten en regels die persoonsgegevens beschermen, het is maar de vraag of zij met het oog op huidige en toekomstige toepassingen van Social Media, het individu in voldoende mate beschermt.

Maar er komen ook een aantal nieuwe vraagstukken naar voren. Kan een medewerker zomaar alles op Social Media zetten, privé, wat hij/zij wil? Of zijn er gevallen waar dat niet zou kunnen? En wat kan een werkgever in dat geval doen? Denk aan het voorbeeld van een organisatie waar de verkoopmedewerker foto’s van een uit de hand gelopen feestje op Hyves zet. De organisatie vindt dit niet gepast. Wat te doen? Er is nog maar weinig jurisprudentie op dit gebied. Ontslagen zijn er volgens mij nog niet gevallen vanwege ongepaste privé activiteiten op Social Media. De medewerker aanspreken kan natuurlijk altijd.

Met het gebruik van Social Media wordt de scheidslijn tussen privé en zakelijk steeds minder duidelijk en zullen dergelijke vraagstukken steeds vaker aan de orde komen.
